The Contracting Group provides commercial, contracts, procurement and management expertise for undertaking EPC/ EPIC contracts in conjunction with engineering teams provided through the Engineering Projects Group. The Contracting Group also provides procurement services and construction supervision as services to clients in conjunction with engineering projects if required.


1) EPC / EPIC Contracts

Engineer Procure Construct (EPC) or Engineer Procure Install Commission (EPIC) contracts are widely selected as the preferred contracting strategy by clients for pipeline and facilities projects. EPC/ EPIC contracts provide a single point responsibility for all aspects of the project and enable close coordination between engineering design, procurement and construction activities.

The EPC/ EPIC scope of work will generally be tendered following completion of the Front End Engineering Design package for the project. The EPC/ EPIC scope will then include the development of the FEED into a full detailed engineering design prior to procurement of materials and construction.

Penspen Contracting will take on, or share, procurement and construction risk in EPC / EPIC projects.


 


2) Procurement and Procurement Services

Penspen has a dedicated procurement department which undertakes procurement and purchasing of equipment and materials for projects worldwide. Procurement is undertaken for Penspen EPC contracts and procurement services are also provided to clients for their own purchasing, usually in conjunction with engineering contracts.

Procurement activities coordinate closely with the Engineering Projects Group which will prepare the technical documents defining the scope of each purchase order. The purchasing party will generally provide the commercial documentation defining terms and conditions to apply.

Procurement services may include any or all of the following:
· Assistance in budget pricing of materials during preliminary engineering studies
· Vetting and approval of potential suppliers and manufacturers
· Preparation of project vendor lists
· Preparation of RFQ packages
· Coordination of quotation evaluations
· Placement of purchase orders
· Purchase order administration
· Vendor inspection
· Shipping and transport to site
· Expediting
· Close out documentation



 


3) Construction Supervision

Management and supervision of construction activities are provided for clients all over the world as a project management service on their behalf, or as part of Penspen's own activities as an EPC contractor.

Penspen provides full construction management and supervision services which can include any or all of the following:

· Administration of construction contracts including financial, quality and schedule management
· Monitoring of contractor's activities for compliance with specifications, codes and standards
· Health Safety & Environmental monitoring
· Quality monitoring
· Provision of inspection monitoring teams
· Liaison with third parties, landowners and media
· Supervision of equipment delivery and secure storage
· Tracking, control and records of permanent materials
· Management of testing and commissioning
· Management of as-builts and close out documentation
