Caroni Water Treatment

Penspen successfully completed a full EPC contract for a major upgrade to the Caroni Water Treatment Works for the Water & Sewerage Authority of Trinidad & Tobago. The contract was carried out in 1999 and 2000 and had a value of over $20 million.

The objectives of the project were to increase both the capacity and efficiency of the Caroni Plant which supplies 80% of Trinidad's water. This was achieved through a major expansion adding 70 million litres per day capacity, and also through repairs and upgrades to the existing Plant structure and equipment.

The scope of the upgrade works included a new parallel water treatment stream, replacement of raw water pumps, export pumps, interconnecting pipework, electrical supply equipment, chemical dosing and instrumentation and control systems.

The project was awarded to Penspen in competitive tender against other contractors from both the United States and Europe. Chris Williams, Director Contracting said: "Our bid was technically very strong and demonstrated our ability to provide the works in accordance with the client's detailed requirements. What won us the job was our ability to co-ordinate local subcontractors and international equipment suppliers to give the client a best cost solution."

The contract was subject to extremely challenging schedule constraints and the works were commissioned within 15 months of contract award. This fast-track programme was necessary to meet the requirements of the overall upgrade programme for Trinidad water supply.

The Penspen project management was the key feature of the contract and included detailed planning and cost control, in addition to management of all design, procurement, construction and commissioning activities. In particular, the management and expediting of equipment suppliers to achieve the required delivery dates on site played a major role in the project success.

Chris Williams paid tribute to the Penspen project team and said: "This was the first time that we have worked in Trinidad and the first water treatment plant project that we have built under a full EPC contract. On both counts it proved a great success and demonstrates our ability to deliver projects of this size anywhere in the world within budget and on time."
