Integrity Consultancy Services for 100+km European Crude Oil Pipeline
Five-Year Framework Agreement Extension to Strengthen Europe’s Pipeline Infrastructure
Project Background
Our client, a European Pipeline Operator, owns and operates over 100 km of pipeline, connecting major crude import terminals and refining facilities at two European ports, which form a vital link in Europe’s energy supply chain.
Penspen has been supporting the pipeline network with integrity services since 2022 and has now been awarded a new five-year framework agreement to continue providing integrity services to enhance the long-term integrity and resilience of the 100+km pipeline.
Services
Based on a thorough review of existing work performed by Penspen, the following services will be carried out under the new framework agreement:
- Regular updates to the pipeline document register to ensure traceability and regulatory compliance.
- Refinement of the asset data model for improved analytics and decision-making.
- Criticality review and prioritisation of existing anomalies for risk-based planning.
- Ongoing hazard identification to assess and respond to evolving hazards along the pipeline route.
- Review and enhancement of the Risk-Based Inspection (RBI) program to optimise inspection schedules and reduce downtime.
- Review and update of the Integrity Management System, integrating new updates from risk assessments and the data management model.
THEIA, Penspen’s digital integrity solution, will be also integrated into the integrity management services to manage, visualise, and analyse pipeline data. Penspen will provide support in its deployment and day-to-day use throughout the agreement.
Result
The new framework agreement enables Penspen to continue safeguarding the integrity of critical pipeline infrastructure in Europe. Our asset integrity teams will help reduce the risk of leaks, failures, and unplanned outages, safeguarding surrounding communities and ensuring operational continuity.
By enhancing the reliability of this cross-border pipeline, the project plays a key role in strengthening regional energy security by ensuring the safe and uninterrupted flow of crude oil between two key European ports.
