Strengthening Kuwait’s Energy Infrastructure: Successful Delivery of Engineering and Construction Supervision for MEW Power Stations

Project Background

Kuwait’s growing population, expanding urban development and increasing demand for electricity and water have placed greater requirements on the country’s power generation and fuel supply infrastructure. Penspen, together with its long-standing local project partner Dar Jassim Qabazard Engineering Consultants (JQEC), has successfully supported the Ministry of Electricity and Water and Renewable Energy (MEW), Government of Kuwait, across multiple phases of major power infrastructure rehabilitation and upgrade programmes. 

 Our involvement has included engineering, project management consultancy and construction supervision services for some of Kuwait’s most important power stations, including:  

• Doha West Power Station (Completed)

• Shuwaikh Power Station (Completed)

• Sabiya Power Station (Completed)

• Az Zour Power Station (Under Construction)

• Al Kheiran Power Station (Under Construction)

A key element of this programme has been the modernisation of the Az Zour South Power Station fuel gas and fuel supply infrastructure. The existing facilities, which have been operational for more than 35 years, required significant upgrades to support current operations and Kuwait’s future power and water requirements through 2035. 

Services

The development included replacement and upgrading of existing fuel gas treatment systems, installation of new fuel gas pipelines and extension of the fuel supply infrastructure to support future facilities, including the Al Khiran Power and Water Project. 

The future development requires substantial additional fuel capacity, including approximately 1,100 MMSCFD of fuel gas and 193,000 barrels per day of gas oil, making the reliability and capacity of the associated fuel infrastructure critical to Kuwait’s long-term energy requirements. 

Penspen and JQEC provided oversight throughout these activities, supporting MEW in the management of contractor performance, technical interfaces, construction progress, quality, safety and successful delivery of the works. The successful execution of the programme further strengthened Penspen and JQEC’s relationship with MEW and demonstrated the value of combining Penspen’s global engineering and project management expertise with JQEC’s established local capability in Kuwait.

Outcome

Through our involvement from engineering development through construction and commissioning, the team supported MEW in modernising critical infrastructure across several of Kuwait’s key power generation facilities. 

 The programme represents an important contribution to Kuwait’s long-term energy security, helping MEW meet increasing electricity and water demand while supporting the country’s continued industrial and economic development. The successful partnership between Penspen, JQEC and MEW demonstrates our ability to deliver complex, multi-site energy infrastructure programmes from early-stage engineering through construction supervision, commissioning and successful project delivery.
