Quantitative Risk and Consequence Analysis for Colombia’s First 100% Electric Commuter Rail Project
Project Background
China Civil Engineering Construction Corporation (CCECC) established Concesionaria Férrea de Occidente S.A.S. (CFRO) in Colombia to design, build and operate the Regiotram de Occidente project. As Colombia’s first 100% electric commuter rail line, the 39.6 km fully electrified double-track railway will connect Facatativá, Madrid, Mosquera and Funza with downtown Bogotá.
Along its route, the railway crosses or runs parallel to several existing buried hydrocarbon pipelines. The introduction of the electrified rail system raised concerns about the potential for interference to affect the integrity of these assets.
To help ensure the safe coexistence of both networks, CFRO appointed Penspen to assess the potential impacts and quantify the risks associated with the construction and operation of the railway where it interfaces with existing hydrocarbon transportation infrastructure.
Services
Penspen’s in-country Asset Integrity team carried out a Quantitative Risk Analysis (QRA) to evaluate the potential consequences, individual risk and societal risk associated with railway and pipeline interface locations.
The study enables CFRO to prioritise and implement appropriate mitigation measures to minimise the potential impacts of both construction and railway operations on the affected pipeline network.
Result
By supporting the safe integration of critical transport and energy infrastructure, Penspen is helping enable the successful delivery of Colombia’s first fully electric commuter rail system, which is expected to transport approximately 130,000 passengers each day and improve connectivity for more than 1.2 million people across the Bogotá metropolitan region.
